The Uttar Pradesh Real Estate Regulatory Authority (UP-RERA) hosted a webinar on digital submission of professional certificates for promoters, architects, engineers, and chartered accountants. The session, titled “Digital Submission of Professional Certificates Along with QPR,” aimed to brief participants on the transition to filing certificates as structured digital forms alongside the Quarterly Progress Report (QPR) on the UP-RERA 2.0 Portal.
Promoters will now submit quarterly updates by entering project metrics, attaching relevant files, and clicking ‘Initiate Digital Submission of Certificates’ in the QPR module. After submission, the platform creates an email containing a secure link and guidance for sharing with the project’s architect, engineer, and accountant.
The three required documents, Architect (REG-1), Engineer (REG-2), and Chartered Accountant (REG-3), must be completed in order via the provided link. The system pre-fills shared information across all forms, with each requiring a Digital Signature Certificate (DSC) for validation. Once all three are submitted, they are instantly processed to complete the QPR filing.

UP-RERA emphasized that digital submissions must reflect the exact numbers reported in the prior quarter to prevent processing holdups. Architects are required to verify that project timelines and Table B data remain unchanged, engineers must ensure cost estimates match REG-1 figures, and accountants must confirm their numbers align with the engineer’s certificate and financial records.
The shift from PDF uploads to standardized digital forms is designed to enable live tracking of construction phases and fund allocation, minimize errors in filings, and increase openness to protect buyer rights. Questions can be directed to UP-RERA’s specialized assistance team.
