A $3.2 billion development proposal by Billbergia for Rhodes has been unveiled to the public, featuring plans for 1720 apartments across eight towers. This Rhodes Bay project spans approximately 3.1 hectares of former industrial land at the northern tip of the Rhodes peninsula, overlooking the Parramatta River.
The design incorporates towers ranging from eight to 40 stories, alongside over 16,000 square meters of public space and a 300-meter riverside promenade. Additional features include retail and commercial areas, community amenities, recreational spaces, a swimming facility, and enhanced pedestrian access to the waterfront.
Rhodes Bay Masterplan Details
Phase one involves constructing three towers, between 28 and 40 stories tall, on a one-hectare site located between Averill and Leeds streets. This phase will provide 800 residences, comprising 181 one-bedroom, 311 two-bedroom, 298 three-bedroom, and 10 four-bedroom units.
The initial phase also allocates over 4,000 square meters for retail and commercial use, including dining and leisure options. Outdoor recreational areas and a swimming facility are also part of this stage.
Public Exhibition and Approval Process
Adjacent to the future 900-student Rhodes East Public School, Billbergia aims to finalize phase one before the school’s opening. The current masterplan, now open for public review, builds upon concepts introduced in 2025.
This development will open over 300 meters of the Parramatta River foreshore to the public for the first time in over a century. The public area will feature gardens, play zones, water activities, markets, civic spaces, and landscaped grounds.
Significant revisions have been made to the masterplan since earlier versions. A 2025 proposal included eight towers and 1840 apartments, while initial concepts explored a nine-tower design. The latest submission reduces the residential count to 1720 units while maintaining eight buildings.
Developer’s Vision and Commitment
With over 15 years of development experience in Rhodes, Billbergia has completed more than 3000 homes and projects such as Rhodes Central Shopping Centre, Phoenix Park, Bennelong Bridge, and the Rhodes Recreation Centre. The company estimates the Rhodes Bay project will contribute over $237 million to state and local infrastructure, including affordable housing.
Construction is anticipated to start in late 2027, pending approvals. This project is distinct from other Billbergia developments in Rhodes, such as the 25-27 Leeds Street site, approved in September 2025 for 342 apartments across six buildings, including 58 affordable units.
